In a word, no.
I assume that whoever made this was expecting to rely on contract law. There are dozens of reasons why this wouldn’t stand up to scrutiny – many of those the same reasons as private parking tickets are unenforceable! I’m guessing this was also intended with wheel clamps in mind, but these are now banned for private parking enforcement, so again, it’s worthless.
Further, this could give the impression that you’ve made a premeditated decision to park somewhere you know you shouldn’t, so it possibly worsens your position should it ever go in front of a judge.
